No it doesn't.
As far as I'm aware of it was only created for Kamen Rider Dragon Knight and once that ended so did it.

What ever happened and whose fault was it that it got cancelled? Who owns it now? Will it ever come back?

4Kids Entertainment were the ones that were responsible for airing the show and because of them and the censorship it apparently just didn't work out well for there to be a Kamen Rider series at the time.
Adness had been trying to secure funds for another go but it never happened and eventually they folded and I would assume the rights went back to Toei.
It's doubtful Dragon Knight itself will ever come back but it's always possible we'll see another Kamen Rider adaptation somewhere in the near future, it's something Toei I'm sure desperately wants based on reports I've seen around the web.

Yep rights went back to toei. I believe Dragon Knight was a hit in Japan. It was an big flop in the US. Didnt sell toys or find success on CW Network. The show just didnt capture the imagination of its audience. Perhaps the nature of the long story archs and attempt to be more mature hurt its ability to connect with the younger audience.

Its unfortunate, since I really like Dragon Knight a lot. Its a real shame they it isnt even on Netflix. I doubt it ever comes back as a series. The best we can hope for is someone dealing with Toei to get the show streaming or are on DVD.

I could see another adaption of Kamen Rider someday. I know Saban Brands owns a Power Rider trademark. And their used to be a lot of talk that Saban got the rights to import Kamen Rider after the PR buyback. Nothing has happened with that yet.

They don't have that trademark anymore it expired.

I guess that tells you what happened to that project. I wonder if that was the other project Judd was working on with Saban Brands. He mentioned in an interview that he got the exec job from working on another Saban Brands project that stalled.
