The Turbo Powers were destroyed when Eltar fell
And yet Justin was able to morph in True Blue to the Rescue, but all he needed was a new morpher. Eltar would have still had been "captured". The explosion short-circuited the morphs, and they fizzled out.

But if the failure of the Turbo powers were dependent on Eltar being conquered by evil forces what good would a new morpher do? If we're suppose to believe that Dark Specter's forces abandoned Eltar, which doesn't make sense, then why couldn't Justin just use his old morpher?

Justin's new morpher and key were powered by Storm Blaster. We have precedent for a morpher getting new powers sources when the Power Coins went from being powered by the Grid alone to being powered directly by the Temple of Ninja Power. The Turbo Powers used to be powered by something something Eltar, now it's powered by Storm Blaster (and is also presumably how TJ got his powers back in Forever Red).

The powers were not destroyed they were simply just lost due to Eltar's fall to the UAE but they could re-establish contact once they got back up but in the mean time the Lightning Cruiser and Storm Blaster were powerful enough that they could create a link to T.J. and Justin's Turbo powers.
