Who created the Dragonzord

Its treated as this mysterious zord Rita used 10,000 years ago. it isn't even linked to the Green Ranger Coin until Tommy joins the team. Other than Rita giving it to Tommy. Who made the zord and was it even related to the Dragon Coin?

Rita linked the Dragon Zord to the Green Power Coin. The Dragonzord was independent before that.

Ninjor created Dragonzord when he created the Green Coin. Rita captured both. She just didn't give it to Tommy until the end of Green With Evil.
