Is it true that there is a cut scene in FR where two kids argue over who the best Ranger is? Could they be named after Ray Calderon and Manny Perez?

yes it is true on both accounts but the kids weren't named on-screen.

there are a lot of them out there. There's one where Andros mentions how he destroyed Zordon. There's another one where after Skull falls into the swimming pool he mentions Professor Phenomenus.

I'm glad they took that out. Because that would have made him out to be a jerk. Being happy about having to kill Zordon? Its bad enough he already enabled his evil sister. This would would have ruin Andros.

I don't think that was the intention that Amit was going for when he wrote the script but when Christopher said the line they didn't like how it came across.
