I think it just happened off screen. We have seen all sorts of things happened on PR. Tommy got his powers back before as Green Ranger. And than got totally new ones as White. Its not hard to think that there was someway of getting the Zeo Powers back, if they were even gone in the first place. There was several years between Turbo and Wild Force.

No, Zeo Zord 5 was apparently damaged though. There was said to be something about the Zeo Powers in an early draft of the Turbo Movie script. But it didn't make stay in the script.

Fan Films don't count anyway. Too bad they didn't leave the explanation in the final draft of the movie. That would have count of course.

Actually it makes a lot of sense when you think about it. The Turbo Powers were needed because of the keys they needed to get into the Nemesis Triangle. The keys were a major part of the Turbo Powers. And probably wouldn't be compatible with the Zeo Powers.

Another good reason is that Zordon still had the Zeo Powers if anything happened to the Turbo Team or someone attacked Earth while the Rangers were still gone. Zordon obviously took the Zeo Crystal with him to Eltar. Most likely for new Zeo Rangers to defend another planet. My guess is Inquria. As part of the deal to bring Dimitria to Earth.

We never really saw on screen what happened to the Zeo Powers. So its not that surprising that Tommy still had access to him in Forever Red.

Its happened so much in the team ups,that powers suddenly returning doesn't seem like a big deal anymore.
