They do if they want them to focus on what they wanted then to focus on. By calming then down he got them to focus on the mission. Zordon had no problem letting Alpha risk death when the Command Center exploded.

Its also worth noting how he likely demoted Jason for his anger there. Which led to him booting Jason along with Zack and Trini. He just used his proxys to get them assigned to the peace conference. For whatever reason Zack and Trini were deemed inferior to be Rangers anymore as well.

Zordon was looking to create a Ranger team that followed orders unquestionably. Jason , Zack, and Trini were considered free thinkers. So Zordon had them booted like Revenge said.
