I agree Lokar worked for Rita so he wasn't like Zedd anyway.

Rita was evil and no tragic backstory wou!d change that. It sounds like Bandora was evil too.

Maybe Lokar worked for Zedd too? Lokar could have been more of a middle manager.

Lokar sounded like Lord Zedd because of only 1 reason: Robert Axelrod. He provided the voice for both characters.

Yup, I just thought it was funny Lokar seemed like Rita's boss and they introduced Zedd a year later for the role full time. And the thing thats most ironic about it Robert voicing both.

It also could be that Lokar was a disguise for Zedd. We didn't see in his true form until the first episode of season 2. That what I think.
