Sailor Cosmos

Please forgive me if this has been discussed before but I was wondering what people thought about Sailor Cosmos. Do you think she's a future form of Neo Queen Serenity or a third incarnation altogether. In other words, was Serenity reborn into a third and final form as Cosmos. This is the theory I go with because she supposedly lost her Senshi powers in this life but I've heard different. Any thoughts?

Also I thought about adding a poll but my options seemed badly worded. I may work on it some more.
