Zordon could have taking away their powers in a second. But chose to do it in diplomatic fashion to keep the remaining Rangers in line. He only sent the original team for the Sword of Light to try and eliminate the three departing Rangers. It was better to have them gone so he didn't have a bunch of former Rangers running around. Plus they wouldn't be around to infulence his current Rangers.
