I don't know I think Zordon at least used the Zeo Powers to create Turbo. Tommy shouldn't have been able to use the powers.

Zordon probably took it to Eltar with him. Andros helped Tommy get it back sometime after Space.

The powers were just out away for safe keeping. For some reason the Turbo Rangers had no access to them after the Power Chamber was destroyed.

It wasn’t a question of stupidity but rather after Wild Force they were pretty much at the point that it would be cancelled, that they wouldn’t be doing any future shows.

Doug Sloan who was working for Disney at the time was the one who convinced them to resume the property but by moving the production over to New Zealand but by that point the production team had already been let go and it’s unlikely a lot of them would have been willing to move out there anyway

Its because he was only a Turbo Ranger for a short time and shared the powers with TJ. Also they probably didn't have enough time in the episode.

We found. out years later he had the Master Morph. He probably had it back then too. He just didn't use it in DinoThunder for whatever reason. But he did get the Black Dino Gem pretty early.
