So according to former Power Rangers Producer/Writer/Story Editor Jackie Marchand, there has been one homosexual CHARACTER (not actor, but their in-show character) that she can confirm that was written on the show.
HAYLEY, the Dino Thunder rangers technical advisor, was written (in a "child friendly" way) at the end of Dino Thunder. Doug Sloan had suggested during the writing of the finale about making Hayley a lesbian and the staff did agree to it and did so, but with enough subtext so that disney wouldn't have objected to it (she "went back east with an old girlfriend of hers" to go back to college or something of the like according to Jackie). Disney didn't object and they managed to fly under the radar, but the scene ultimately ended up being cut from the episode due to time.

I felt like there was more to her but confused to what to do with her but would have been interesting if they followed through with it..

The production staff did. Disney unfortunately didn't, basically, in my opinion, just for Emma Lahana to sing over a two minute clipshow at the end of the episode. I understand things have to be cut for time but I wish Disney didn't for that.

Tommy was all the mentor of the team and she was just there...

She was an friend from college who was a tech genius and somehow knew Tommy was a Ranger in the past.
She usually have the Rangers advice from time to time as well.
